By the 1st March 2021, all vehicles over 12 tone GWT that enter London will need to be DVS compliant. Although TFL has confirmed that this deadline will not be extended, there will be a 90 day grace period.Cocves provides DVS standards that meet the latest truck standards in London

Operators must still submit their permit applications by 1st March 2021, which will then add them to an “allow list”, preventing them from receiving fines. The operators will then have 90 days to complete the fitting.

The scheme is based on a vehicle star rating (0*-5*), which measures how much an HGV driver can see directly from the cab in relation to other vulnerable road users. Your vehicle will be issued the rating by your vehicle’s manufacturer and will be based on how your vehicle left the production line, not taking any aftermarket safety systems into account.
If your vehicle does not meet the minimum DVS star rating (1*), you will need to make your vehicle safer by fitting it with Safe System improvements.
Fleet operators that are not compliant within their 90 days risk a £550 fine per day.
To benefit from the 90 day grace period, you can submit evidence from the fitter/garage on branded documentation with details of your appointment and Vehicle Registration Number, before 1 March, to DVSGracePeriod@TfL.gov.uk.

Meet the minimum DVS star rating
A vehicle can have a rating of zero stars (the lowest rating, with poor direct vision) up to five stars (the highest rating with excellent direct vision). If your vehicle does not meet the minimum DVS star rating (1*), you will need to make your vehicle safer by fitting it with Safe System improvements.
Safe System Measures: Improving HGV Safety
To apply for a permit as a zero star rated vehicle, you will need to fit your vehicle with all the safety equipment listed below to improve indirect vision and help drivers see near the vehicle.
• Class V and VI mirrors
• A fully operational camera monitoring system
• A sensor system with driver alerts – To warn road users of intended manoeuvres
• An audible vehicle manoeuvring warning for left turns (or right turns if the vehicle is left-hand drive)
• Warning signage – To minimise the physical impact of a hazard
• Side-underrun protection
Zero star vehicles with an approved Safe System will be granted a permit until 25 October 2024 (when the Progressive Safe System will be required for vehicles rated two-star or below).
Progressive Safe System
The Safe System will be reviewed and consulted in 2022 and will take into account any additional technology or safety equipment not currently available.
Any new equipment or technology proposed for the Progressive Safe System must be retrofittable to HGVs, industry recognised and readily available on the market at the time.
From October 2024, HGVs rated below three stars will need to feature the Progressive Safe System.
